Jacques Bernard was first appointed executive director of the Provisional Electoral Council under the transition led by the Alexandre-Latortue duo. The protest movements during which members of the population stormed the Montana Hotel and took the opportunity to swim in the hotel pool are still remembered.Jacques Bernard took office in October 2005.
