Organized by the Office of the National Coordinator, the European Union Delegation in Haiti, and several private sector organizations, the forum brought together government members, representatives of the Haitian private sector, European partners, and international financial institutions around a common goal: making investment a lever for economic recovery and sustainable development. Three sectors were identified as priorities: transport and logistics, energy and extractive industries, as well as agriculture and agri-food.Opening the session, Felix Fernandez-Shaw, Director for Latin America and the Caribbean at the European Commission, put the issue beyond just the economic field. “In a more fragmented, unstable, and competitive world, investment is not just an economic question, it’s a matter of sovereignty, resilience, connectivity, and partnership,” he said. For him, Global Gateway is not just a financing mechanism, but “a new way of thinking about European action,” based on trust, transparency, high standards, and the pursuit of lasting impacts for people.<\/p>\n\n\n\n
Recognizing the challenges Haiti faces, the European official nevertheless stated that the country has real potential. “There will be no sustainable recovery without investment, and there will also be no sustainable investment without trust,” he emphasized, noting that the European Union is ready to support investors to reduce risks and back structuring projects.<\/p>\n\n\n\n
Focusing on Haiti’s economic strengths<\/p>\n\n\n\n
Speaking at the forum, the Minister of Economy and Finance, Serge-Gabriel Collin, described it as the starting point for a new economic momentum. According to him, the case for investing in Haiti should not be based on the current crisis, but on the country’s strengths: its geographic location in the heart of the Caribbean, its vast coastal areas, a largely young population, an active diaspora, and an environment offering significant growth opportunities.The finance minister unveiled the government’s main priorities, including the Great North Recovery Plan and the Climate Prosperity Plan, aimed at speeding up the transition to a green economy, developing renewable energy, restoring natural resources, and supporting sustainable farming. These projects are part of an investment pipeline estimated at over 20 billion dollars, with the goal of boosting economic growth to more than 6% per year by 2050.<\/p>\n\n\n\n
“We\u2019re not waiting for perfect stability to start building. It\u2019s by moving forward, project by project, that trust will be established for the long term,” he said, inviting investors to see Haiti “not as a risk to avoid, but as an opportunity.” Bilateral consultations will be held in the coming weeks with the World Bank, the Inter-American Development Bank, the European Investment Bank, the European Union, and other financial partners, to turn the expressions of interest shown during the forum into concrete funding agreements.<\/p>\n\n\n\n
From Aid to Investment<\/p>\n\n\n\n
In his speech, Prime Minister Alix Didier Fils-Aim\u00e9 put this initiative in the broader context of national recovery. While reminding that the government continues its efforts to restore security and rebuild democratic institutions, he said that stability cannot be achieved solely through security measures. “Lasting peace is also built with jobs. It’s built with investment. It’s built when the economy starts creating opportunities again,” he said.<\/p>\n\n\n\n
The head of the government presented the National Investment Forum as a symbol of a shift in the way Haiti relates to its international partners. “We want to move from aid to trade. We want to move from assistance to investment. We want to move from a logic of dependency to a logic of mutually beneficial economic partnership,” he stated. According to him, the three main areas chosen (energy, infrastructure, and agriculture) are not just economic sectors but also tools for national transformation, job creation, social cohesion, and peacebuilding. The presence of various financial partners shows the willingness of different actors to make this first edition a permanent platform for dialogue between the state, the private sector, and international donors.
