Compared to the first six months of fiscal year 2025-2026 (from October to March), the cumulative variation over the two quarters of this fiscal year stands at -0.8%. Such a change in the ICAE at this pivotal point in the current economic year further confirms, if confirmation were needed, that Haiti is heading toward the eighth consecutive year of GDP contraction by the end of the fiscal year.

Drop of 3.5% in the Primary Sector (Agriculture -3.5%, Extractive Activities -3.5%)

In the second quarter of the 2025-2026 fiscal year (January to March 2026), activities in the primary sector shrank by 3.5% year on year. However, this decline is less steep than during the same period of the previous year, when the Economic Activity Indicator (ICAE) for this sector had fallen by 5.7%.

This quarterly dip comes from the simultaneous drop in its two main components: the agricultural branch and extractive activities, both showing the same 3.5% decrease. Overall, for the first half of the fiscal year (October 2025 to March 2026), the primary sector experienced a total contraction of 3.7% compared to the same period last year.

The ICAE of the agricultural sector, in the second quarter of the 2025-2026 fiscal year, saw an annual drop of -3.5%, slightly less severe than in the second quarter of the previous fiscal year when it was at -5.6%. The agricultural sector continues to suffer from the negative effects of the poor rainy season on the farming campaign. In cumulative value, over the two quarters of the 2026 fiscal year, there is a decrease of 3.7%.

During the second quarter, the ICAE of extractive activities fell by 3.5% year-on-year. Cumulatively over the first two quarters of the 2025-2026 fiscal year, this sector shows a decline of 4% compared to the same period last year. This ongoing underperformance reflects the sluggishness that has characterized the sector’s activities for several quarters.

1.8% decline in the ICAE of the secondary sector (Manufacturing -1.4%, Construction -3.3%, Electricity and Water -2.1%)

Compared to the second quarter of the previous fiscal year (2024-2025), when the ICAE of the secondary sector had dropped by 4.5%, this activity saw another annual decline of 1.8%. This negative trend comes from the combined contraction of all its components, particularly manufacturing, construction, as well as electricity and water. Overall, for the entire first half of the fiscal year (October 2025 to March 2026), secondary sector production shows a total decrease of 2.1%.

Manufacturing: -1.4%.

The ICAE for the manufacturing industry branch stood at 135.3 in the second quarter of the 2025-2026 fiscal year, compared to 137.2 for the same period of the previous year. On an annual basis, this indicator shows a contraction of -1.4%. This drop is mainly due to the decline in several key sub-branches such as: Textiles and clothing (-5.3%); Chemicals (-7.6%); Metallurgical products (-7.4%); and Non-metallic minerals (-9.4%).

On the other hand, the other sub-branches of the manufacturing industry showed an upward trend over the period. Overall, the branch’s decline for the first half of the fiscal year (from October to March 2026) stands at -1.5%.Construction: -3.3%

The Construction ICAE level fell from 138.2 in the second quarter of the 2024-2025 fiscal year to 133.6 in the second quarter of the 2025-2026 fiscal year, marking a year-on-year decrease of -3.3%. It’s worth noting that this drop is less steep than the -4.1% the sector experienced in the previous quarter. Additionally, from October to March 2026, the Construction ICAE recorded a cumulative decline of 3.7%.

Electricity and Water: -2.1%

The ICAE for the electricity and water production and distribution sector experienced an annualized decline of 2.1% in the second quarter of the 2025-2026 fiscal year. This downward trend is due to a decrease in both subsectors. The cumulative change over the first six months fell overall by 3.5%.

Slight increase +0.4% in the ICAE for the tertiary sector (Commerce, Restaurants and Hotels, Transport and Communications, Financial Institutions, Other Market Services, Non-Market Services)

The ICAE index for the tertiary sector stands at 137.3 in the second quarter of the 2025-2026 fiscal year, compared to 136.7 in the previous fiscal year, showing a slight year-on-year increase of 0.4%. This small rise comes mainly from branches such as Transport and Communications (+2%), Financial Intermediation (+3.2%), and Non-Market Services (+4.4%).On the other hand, the other sectors showed a downward trend. As for the cumulative change from October to March 2026, it’s barely positive, at 0.1%.

Trade: -1.1%The trade sector index is estimated at 104.3 in the second quarter of fiscal year 2026, compared to 105.5 in the same period last year, marking a negative year-on-year change of 1.1%, compared to a 4% drop recorded last year. This decline in trade activities is due to the unfavorable performance of both subsectors, notably the informal sector (-1.9%) and the formal sector (-0.7%). Cumulatively, the index fell by 1.9% over the six months.

Restaurants and Hotels: -2.1%

The index for the Restaurant and Hotel sector recorded a year-on-year drop of 2.1% in the second quarter of the current fiscal year, falling from 83.9 in the second quarter of 2024-2025 to 82.2. This negative trend is partly due to the decline in the deflated revenue of the companies in the sector. Cumulatively, over the period from October to March 2026, it showed a decrease of 2.2%.

Transport and Communications: +2%

The ICAE for the ‘Transport and Communications’ sector recorded a year-on-year growth of 2% in the second quarter of the 2025-2026 fiscal year, compared to 0.3% for the same period of the previous fiscal year. This positive trend reflects the combined effect of contrasting results in the two sub-sectors: Transport (-1.5%) and Communications (+4.5%). Additionally, compared to the first half of the previous fiscal year, the cumulative ICAE increased by 1.9%.

Financial institutions: +3.2%

The ICAE Index of Financial Institutions showed positive growth, rising from 180.6 in the 2nd quarter of the 2024-2025 fiscal year to 186.4 in the 2nd quarter of the 2025-2026 fiscal year, marking a year-on-year increase of 3.2%. This rise is mainly due to the increase in the Commercial Banks sub-branch. In cumulative terms, Financial Institutions grew by 3.1% over the period from October to March of the 2026 fiscal year.

Other Market Services: -4.5%

The index for the Other Market Services branch, which includes sub-sectors such as Real Estate, Health, and Education, recorded a year-on-year decrease of 4.5% in the 2nd quarter of the 2025-2026 fiscal year, compared to a 0.5% increase in the same period of the previous year. The decline in this sector is supported by all of its components. The cumulative decrease over the period from October to March of the 2026 fiscal year is 3.8%Non-market services: +4.4%

The ICAE for non-market services experienced two consecutive positive growth rates in the first and second quarters of 2026, at 4.3% and 4.4%, respectively. This results in a cumulative positive change of 4.3% over the period from October to March of the 2025-2026 fiscal year.

Contribution of sectors to the overall ICAE growth in the second quarter of 2026

The contributions of sectors to the overall ICAE growth in the second quarter of the 2026 fiscal year are distributed as follows:a) in a positive way: Transport and Communications (0.20%); Non-market Services (0.05%); Financial Institutions (0.03%);

b) in a negative way: Agriculture (-0.30%), Manufacturing activities (-0.17%); Trade (-0.16%); Construction (-0.12%); Market Services (-0.11%); Electricity and Water (-0.01%); Hotels and Restaurants (-0.01%) and Extractive Activities (-0.01%).

The overall Index of the Economic Activity Indicator (ICAE) is estimated at 119.
