Weak infrastructure, vulnerability to climate hazards, and the lack of risk coverage mechanisms are structural factors cited as constraints on agricultural financing.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The note also highlights other temporary factors: limited access to essential inputs (fertilizers, quality seeds\u2026), and difficulties in selling products following the security crisis.In this note, the BRH reports that disbursements related to incentive programs reached 19.794 billion gourdes as of September 30, 2025. The agricultural sector, which is part of the incentive programs and supported by the provisions of Circular 113, benefited from 11.9%. It\u2019s worth noting that the housing sector and free zones are the biggest beneficiaries of the pro-growth program, with 5.26 billion gourdes and 5.08 billion gourdes respectively, representing 26.6% and 25.7% of the funds disbursed.The programs for the tourism and hotel sector, the real estate development promotion program, the import program, and leasing complete the list of incentive programs. These are sectors with high growth potential.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">An analysis of the sectoral distribution of bank credit is presented in the note. The &#8220;structure of bank credit distribution&#8221; is still largely dominated by &#8220;wholesale and retail trade&#8221; (37.7%), followed by &#8220;loans to individuals&#8221; (17.3%) and &#8220;manufacturing industries&#8221; (16%). Particularly affected by the expansion of areas controlled by armed groups, the &#8220;residential and commercial real estate&#8221; branch represents about 10% of the credit portfolio, ahead of the &#8220;construction and public works&#8221; sector (4.4%) and &#8220;transport, warehousing, and communication&#8221; (2.4%).\u201cThis increased concentration of credit in low value-added sectors also partly reflects the constraints linked to the structure of banking resources, which are not well suited to financing long-term productive investments,\u201d the note says. Indeed, the central bank points out the predominance of short-term liabilities, particularly demand deposits and savings deposits, which make up more than 80% of total deposits and 60% of total resources.The setup of deposits in the banking system, the BRH says, limits the ability of credit institutions to extend the maturity of their loans and to support investment projects that could promote sustainable and steady economic growth.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">For the year 2005, the central bank highlighted the impact of worsening security conditions on financial intermediation activities.
