The UN Security Council held a session on Monday, July 20, to discuss the situation in Haiti. This was in the context of the renewal of the Force for the Repression of Gangs (FRG). While several speakers welcomed the progress made in election preparations and the strengthening of security capacities, all stressed the need to maintain momentum to create the conditions for a credible election. The full deployment of the Force for the Repression of Gangs (FRG) and the renewal of its mandate were also presented as priorities.<\/p>\n\n\n\n
According to a statement from the Ministry of Foreign Affairs, Minister Raina Forbin presented the progress made in security, governance, and election preparations, while calling on the international community to continue its support for stabilization efforts. \u201cDespite the persistent challenges, Haiti is now closer than it has been in years to restoring security and holding free, credible, inclusive, and participatory elections,\u201d the Minister stated.<\/p>\n\n\n\n
She indicated that two of the three main preparatory phases of the electoral process had been completed. The registration of political parties is now finished, and voter registration has officially begun. The Minister also highlighted the efforts undertaken to strengthen national security capabilities, including the training of new police officers, the recruitment of military personnel, and the implementation of judicial reforms.A New Dynamic, According to the UN<\/p>\n\n\n\n
Presenting his report to the Security Council, the Special Representative of the UN Secretary-General for Haiti, Carlos G. Ruiz Massieu, welcomed several recent developments, including the adoption of the revised electoral decree, the agreement reached on the electoral budget, and the launch of voter registration. Voter registration has indeed begun in all departmental capitals, except for Port-au-Prince.<\/p>\n\n\n\n
According to Massieu, these developments give new impetus to the political process and should now lead to the swift adoption of a credible electoral calendar.<\/p>\n\n\n\n
The Permanent Representative of Colombia to the United Nations, Leonor Zalabata Torres, also noted the encouraging signs contained in the Secretary-General’s report.\u201cThe report confirms that Haiti continues to face immense challenges in overcoming the multidimensional crisis it is experiencing, but it also offers some glimmers of hope,\u201d she said.<\/p>\n\n\n\n
\u201cElections will not bring security.\u201d<\/p>\n\n\n\n
Invited to address the Council, Dominican Foreign Minister Roberto \u00c1lvarez also acknowledged the progress made, while reiterating that security remained a prerequisite for the success of the electoral process.<\/p>\n\n\n\n
\u201cElections will not bring security; security will allow elections to take place,\u201d he stated.According to the Dominican foreign minister, a secure environment is \u201cthe essential bridge between political transition and democratic legitimacy.\u201d He nevertheless stated that it remained difficult to envision a free and representative electoral process as long as large swathes of the territory remained under the control of gangs.<\/p>\n\n\n\n
\u201cRestoring security alone is not enough,\u201d he added.<\/p>\n\n\n\n
Russia also stressed the need to accelerate electoral preparations. \u201cWe are concerned by the slow pace of preparations and the repeated postponements of the electoral calendar. We understand that these delays are due to the disastrous situation prevailing in the country,\u201d its representative said.\u201cWe nevertheless hope that the final election dates will be set soon and that, this time, they will be strictly adhered to,\u201d he continued.<\/p>\n\n\n\n
The FRG claims its first results<\/p>\n\n\n\n
The Special Representative of the Gang Suppression Force, Jack Christofides, stated that the mission was entering a new phase of its development.<\/p>\n\n\n\n
\u201cThe institutional foundations are now in place. The command structure exists. The operational model is showing promising signs. Operations have begun,\u201d he declared.According to him, the investments made are now beginning to yield results. \u201cWe have reached a stage where additional investments are starting to produce increasing results. If this momentum continues, the FRG will be able to gradually expand its operations and increase the pressure on the gangs and their support networks. If this momentum is interrupted, we risk losing it,\u201d warned Jack Christofides.<\/p>\n\n\n\n
The United States also expressed its confidence in the mission. \u201cFrankly, colleagues, I think that over the past ten months, the FRG has demonstrated what the United Nations can accomplish when it gets back to basics. And this is just the beginning,\u201d said the US ambassador to the United Nations.He added that the mission’s progress would be assessed against the objectives and benchmarks presented by Jack Christofides, in accordance with the Security Council’s mandate.<\/p>\n\n\n\n
