This is what the French ambassador to Port-au-Prince, Antoine Michon, said during a chat with several media outlets at his residence on Thursday, July 30. He was asked about the feasibility of the electoral calendar submitted by the CEP.<\/p>\n\n\n\n
\u201cI haven\u2019t read the document in detail. But I believe the CEP has linked the organization of the elections to an acceptable security situation. I agree with them. The pact signed between the political parties and the prime minister sets the minimum level of security by reopening the main roads. It\u2019s a good indicator, though not enough on its own, in terms of security for organizing the elections,\u201d Antoine Michon said.According to him, the road reopening indicator is above all very practical logistically. \u201cAn election operation of this scale with 4 ballots requires enormous logistics. And that goes through the roads. So reopening the roads is a basic requirement if we want to hold elections at a reasonable cost and across the entire country. Electoral materials need to be sent to the last municipal section. And we won\u2019t be able to do that by cargo flight since only the Port-au-Prince airport can handle these large planes,\u201d he argues.<\/p>\n\n\n\n
Further on, the French ambassador emphasized the need for greater voter participation, especially in densely populated areas. ‘Reopening the roads also means that people can move around the surrounding neighborhoods. We’re talking about Martissant, Carrefour, Canaan, Cit\u00e9 Soleil, Croix des Bouquets, where there are large voter populations. When elections are held, they need to take place under conditions that allow for the deployment of electoral logistics, freedom for candidates to campaign without gang interference, and the ability for voters to cast their ballots freely. Either we hold elections for 50 or 60% of the population, influenced by gangs, or we do it with sufficient state control over the territory, allowing the vast majority of people to take part,’ the diplomat pointed out.Antoine Michon thinks it’s possible to postpone the date of the first round. \u201cIf in November we see that the conditions are not met, we can push back the date.
