Prime Minister Alix Didier Fils-Aim\u00e9 signed circular #18 instructing all heads of public institutions to collaborate with the CEP, respond to requests, and provide, within the time frame established by law, the documents required of candidates by the electoral decree of June 2, 2026, as amended by that of July 2, 2026, and to ensure the State’s neutrality in these contests.<\/p>\n\n\n\n
“For the purpose of implementing the Electoral Decree of June 2, 2026, as amended by that of July 2, 2026, and respecting the electoral calendar, and following the working session of July 25, 2026, at the National Palace regarding the involvement of the Public Administration in applying the Electoral Decree, the heads of institutions of the national public administration are hereby instructed, each in their respective area, to make every effort to:”Provide all necessary cooperation for the smooth running of the electoral process and respond promptly to requests from the Provisional Electoral Council (CEP);<\/p>\n\n\n\n
Ensure that institutions under their authority issue, upon request from any citizen candidate, within the time frame set by law or previously defined, certificates, attestations, extracts, declarations, receipts, acknowledgements, or any other document required by the Electoral Decree;<\/p>\n\n\n\n
Ensure uniformity of the required documents and their issuance procedures across the entire national territory, in accordance with current laws and regulations, respecting the principles of legality, equal treatment, neutrality, transparency, and impartiality,” reads circular #18.Prime Minister Alix Didier Fils-Aim\u00e9 instructs the concerned parties to ‘set up ad hoc structures responsible for helping public institutions carry out their duties assigned by the Electoral Decree throughout the period specified in the electoral calendar;<\/p>\n\n\n\n
Ensure the neutrality and impartiality of public officials in the electoral process and their non-participation in advocacy for or against the proposed changes to the Constitution;<\/p>\n\n\n\n
Ensure the appointment of focal points within institutions to monitor reports with the CEP and the issuance of certificates or any documents required by the Electoral Decree;<\/p>\n\n\n\n
Instruct institutions under their hierarchical and supervisory authority on the measures to take to ensure a rigorous, swift, and uniform application of the Electoral Decree within the framework of the calendar established by the CEP;Remind public officials of the requirements of the Electoral Decree to be a candidate in the upcoming elections;<\/p>\n\n\n\n
Ensure that state materials, assets, vehicles, or any other resources are not used for the election campaign of any candidate, political party, or coalition of political parties, under penalty of dismissal from public administration, without prejudice to the criminal penalties and fines provided for in the Electoral Decree,\u201d according to this circular.<\/p>\n\n\n\n
