The National Police of Haiti announced that since Monday, August 3, it has strengthened its security measures in Delmas and other strategic points in the metropolitan area. This announcement comes on August 5 as kidnapping cases are on the rise. These criminal acts are especially recorded in Delmas 31, 33, 75, 40 B, Bourdon, among others.<\/p>\n\n\n\n
The PNH stated that this decision, carried out by the DCPA, aims to curb insecurity and kidnapping acts. \u201cThe reinforcement consists of police patrols and routine checks. To make the work easier, the DCPA team has been divided into 3 groups deployed between Delmas 33 and Delmas 31,\u201d the PNH said in a video. Other groups have been deployed in Delmas 43, 75, and 83, the police institution specifies.<\/p>\n\n\n\n
Moreover, the police also announced that their forces are strengthening their presence in several areas that were reclaimed from criminals. These include Carrefour de l\u2019a\u00e9roport, Carrefour Samida (Nazon), Morne GOC, and Lalue. \u201cThis aims to ensure citizens\u2019 safety, stabilize these areas, and make it easier to resume economic activities,\u201d the police explained.<\/p>\n\n\n\n
That same Wednesday, the police institution reported that Director General Vladimir Paraison oversaw a policing and inspection operation on the main strategic routes of the metropolitan area. This operation, carried out in places such as Cit\u00e9 Okay, Delmas, Delmas 31, Delmas 33, and Delmas 40B, aimed to search vehicles and motorcycles; check citizens\u2019 identities; inspect vehicle documents; verify tinted window permits; and apprehend anyone whose behavior seemed suspicious or potentially linked to criminal activities.In an interview with Le Nouvelliste on Tuesday, August 4, 2026, RNDDH Executive Director Pierre Esp\u00e9rance revealed that many police officers are involved in the rising cases of kidnapping in recent weeks. \u201cThere are a lot of police officers among these kidnappers. The highest authorities in the country know it,\u201d criticized the human rights activist, who mentioned the dismantling a few months ago of a gang that included police officers assigned, among others, to traffic services, the BOID, the UDMO, and the CIMO.<\/p>\n\n\n\n
The human rights activist confirmed the return of a known practice: the use of gang-controlled territories as places of detention. The situation is extremely complicated, and there is still no will at the highest level of the police to clean up the institution, to remove those officers who are in cahoots with the gangs, Esp\u00e9rance lamented.Speaking on condition of anonymity, a usually well-informed source shared their frustration about this situation. There is a police base in Delmas that is involved in kidnappings and other criminal activities, the source said. “I don’t know if there will be any solution to the problem posed by the kidnappers,” the source bluntly admitted. According to the UNHCR quarterly report on the human rights situation in Haiti, between January and March 2026, at least 57 people were kidnapped for ransom by criminal elements.<\/p>\n\n\n\n
