“The cooperation framework exists, it works, but it needs to be better organized, better aligned, and better managed. For too long, aid has sometimes proceeded according to its own logic. What we are doing today is putting the Haitian state back at the center,” the minister stated during an interview in Washington, D.C., at the International Monetary Fund (IMF) Spring Meetings.

“We want every partner to understand one thing: Haiti’s priorities are not decided abroad; they are defined here, in service to the Haitian people. However, I would like to remind Le Nouvelliste that I have only been in office for a month and a week.” “We want to consolidate, to move quickly but without rushing,” continued Ms. Paulemon, when asked about the disbursement and absorption rates of external financing for projects executed by development partners.
