In an exclusive interview with Le Nouvelliste on Tuesday, April 21, 2026, on the sidelines of his official visit to the United States, Prime Minister Alix Didier Fils-Aimé expressed his ambitions for a thorough overhaul of the Armed Forces of Haiti (FAd’H).

Based on H.R. 7148, an American provision authorizing Haiti to acquire defense equipment and services, the head of government confirmed that the funds available in the consolidated 2026 U.S. budget law, promulgated on February 3 by President Donald Trump, will be used for this purpose.

“The first thing we’re going to do is use this money to give the Haitian army a new doctrine. The demobilized armed forces had a doctrine. Today, we are in a new world; we need a new army.” “We need an army that serves the people and defends our borders,” revealed Prime Minister Fils-Aimé.
