The Dominican ‘Civil Aviation Board’ (JAC) has adopted a resolution aimed at reopening Dominican airspace to flights from Cap-Haitien. The document was published this Wednesday, May 27, 2026.
According to the text, the JAC has decided to restore, starting from May 30, 2026, passenger and cargo air operations between the Dominican Republic and Haiti via Cap-Haitien International Airport and Dominican airports. However, commercial passenger, cargo, or mail flights originating from or destined for any other point in Haitian territory besides Cap-Haitien International Airport remain restricted.This decision comes a few weeks after the resumption of bilateral dialogue between Haiti and the Dominican Republic, which was relaunched on April 17, 2026, during a meeting between the Haitian Minister of Foreign Affairs and Worship, Raina Forbin, and her Dominican counterpart, Roberto Álvarez. The discussions notably focused on border security, trade exchanges, transportation, as well as mechanisms of bilateral cooperation.The Haitian and Dominican authorities had then expressed their willingness to prioritize dialogue, consultation, and good neighborliness in the management of matters affecting the two states sharing the island of Haiti.
The resolution also provides for the establishment of mandatory compliance measures for national and foreign air operators conducting operations between the Dominican Republic and Haiti. It requires airlines and ticketing agents to send APIS and PNR passenger information to the National Investigations Department (DNI) via the “single window” system.The text also requires airlines to provide passengers with the official link allowing them to complete the mandatory electronic form required by the Dominican immigration, customs, and health authorities, as well as the health form from the Dominican Ministry of Public Health.
The resolution also allows foreigners who do not have a Dominican visa to enter the Dominican Republic with valid visas from the United States, Canada, the Schengen area, or the United Kingdom, provided that these visas have a minimum validity of six months and have already been used at least once in the issuing country. “The foreigner must also present a return ticket to their country of origin,” the text specifies.
According to the resolution, the special protocol applicable to humanitarian, emergency, or medical evacuation flights authorized through the Dominican Ministry of Foreign Affairs also remains in effect.
