Jacques Bernard was first appointed executive director of the Provisional Electoral Council under the transition led by the Alexandre-Latortue duo. He was the one who organized the controversial 2006 elections that led to René Préval’s election. The protest movements during which members of the population stormed the Montana Hotel and took the opportunity to swim in the hotel pool are still remembered.Jacques Bernard took office in October 2005. The ceremony was held in the presence, notably, of Acting Prime Minister Paul Gustave Magloire and representatives of the international community. Manager Jacques Bernard had committed to establishing the necessary structures at the CEP for holding the elections before the end of 2005.
