“The Ministry of Foreign Affairs and Worship of the Republic of Haiti presents its compliments to the General Secretariat of the Caribbean Community (CARICOM) and, with reference to its verbal note No. 179/2026 of May 22, 2026, informing of the proposed visit of the Eminent Persons (EPG) to Haiti, from June 2 to 8, 2026, has the honor to inform you that, due to a scheduling conflict, this period will not be convenient for the Haitian government,” reads the responsive letter from the Haitian government to the CARICOM Secretary-General.In this correspondence reviewed by Le Nouvelliste, the Haitian Chancellery expressed “its willingness to discuss with the CARICOM Secretariat in order to agree on a new period for the visit.”A government source contacted on Thursday, June 4, by Le Nouvelliste said: “We do not yet have a set date (Editor’s note: for the visit of the Eminent CARICOM personalities), but it will be after Haiti’s three matches, so by the end of June.”

“Haiti will also be at the next CARICOM heads of state meeting at the beginning of July,” our source added, noting in passing “that there is no discomfort between CARICOM and the Haitian government…”This postponement of the visit of the Eminent CARICOM personalities to Haiti by the government did not go unnoticed by certain political actors who were also supposed to meet the CARICOM Envoys.

One of them, a signatory of the National Pact for Political Stability and the Organization of Elections, reminded Le Nouvelliste that “Prime Minister Fils-Aimé had committed to holding elections in 2026. CARICOM wishes to conduct a mission to assess the process! For about 2 months, CARICOM has wanted to carry out this mission in Haiti. On the executive side, there has always been an obstacle. At the end of April-beginning of May, there was a first scheduling problem due to the Prime Minister’s mission to Washington and his visit to the Vatican. This was understandable. For the second time, from June 2 to 8, yet another scheduling conflict!”This political actor said that this repeated scheduling conflict on the part of the government is considered ‘a form of evasion.’ He emphasizes that during this mission, the CARICOM Envoys must meet with all the stakeholders in order to produce their report on the electoral process.

An electoral process undermined by this open conflict between the government and the Electoral Council over the drafting of the electoral decree. The CEP, which rejects the draft decree from the Prime Minister’s office, has accused the executive of violating the Constitution and denounces its intention to control the electoral institution by appointing a general director to the Council…
