The president of the Provisional Electoral Council (CEP), Jacques Desrosiers, paid a visit this Friday to two voter registration centers in Port-au-Prince. During this visit, he mentioned that four are open in the second district of the Port-au-Prince municipality. According to Mr. Desrosiers, the CEP plans to open around 1,400 registration and voting centers across the country.

Invited to Panel Magik on Tuesday, August 4, Mr. Desrosiers noted that the CEP, in its current state, cannot say ‘what the popular ratification will be about.’
While the electoral process continues with the registration of political parties, political groups, and voters, Jacques Desrosiers, president of the CEP, spoke again about the ‘popular ratification’ planned by the electoral decree.
According to the CEP president, the ‘popular ratification’ was planned for after February 7, 2026, when Prime Minister Alix Didier Fils-Aimé, along with political and social actors, reached the National Pact for stability and the organization of elections.”These actors have identified certain articles of the Constitution that deserve to be reviewed and have tasked the CEP with the mission of planning this ‘popular ratification’ concerning elements of the Constitution,” reminded Jacques Desrosiers.
Mr. Desrosiers explained that in the first round of elections, scheduled for next December 13, voters will be invited to elect a president, senators, and deputies. In addition to these elected positions, they will be called upon to ratify or reject the amendments made to the Constitution.
What we know about the ‘popular ratification’
“The document is not yet prepared or published. The CEP cannot say, at the present time, what the popular ratification will be about,” said Jacques Desrosiers on Magik9.When asked about the constitutionality of this ‘popular ratification,’ Jacques Desrosiers said that the CEP has a ‘state act’ giving it this mandate, referring to the order of March 24, 2026, which instructs the CEP to ‘take all necessary measures, as far as it is concerned, for the implementation of the provisions of Articles 12 and 14 of the National Pact for the Stability and Organization of Elections.’
According to the electoral decree, the text that will be submitted to a popular vote should be made public 90 days before the election, that is, by next September 13.
Even though there is no referendum decree governing the ‘popular ratification,’ Jacques Desrosiers pointed out that the electoral decree still contains provisions related to this process.
