The Minister of Economy and Finance, Serge Gabriel Collin, and the Minister of Planning and External Cooperation, Sandra Paulémont, jointly kicked off on Thursday, June 11, 2026, the process of preparing the initial budget for the 2026-2027 fiscal year, which will start next October 1.
The launch ceremony was an opportunity for the Republic’s Chief Treasurer to provide context for the upcoming budget. On this occasion, he emphasized the importance of this step in the budget cycle while highlighting some points for consideration to guide the work, according to a statement from the Ministry of Economy and Finance (MEF).
Minister Collin encouraged those present to continue the efforts already underway to maintain macroeconomic balance, keep inflationary pressures in check, and sustain the confidence of the technical and financial partners supporting the country’s recovery efforts. The budget must be honest, the minister stressed, outlining the priorities that should be considered in the upcoming budget, including:Before handing over to the Minister of Planning, Minister Serge Gabriel Collin called on the technical teams to step up their efforts so that the budget is published by September 30, 2026, at the latest, out of respect for the principle of budget precedence.
Meanwhile, the Minister of Planning and External Cooperation, Sandra Paulémont, took over to remind everyone of her ministry’s responsibility in coordinating development planning, programming public investments, and harmonizing projects funded by national resources and international cooperation.She highlighted the commitment of the Ministry of Planning and External Cooperation (MPCE) regarding the alignment of the 2026-2027 PIP with the international priorities defined in the National Pact for Stability, the organization of its elections, as well as in the government’s sectoral roadmap.
Sandra Paulémont took the opportunity to point out the main criteria of the PIP projects, which are:On that note, the MPCE minister invited all stakeholders to show responsibility, rigor, and a spirit of collaboration so that the 2026-2027 budget and the Public Investment Program accurately reflect the government’s priorities and the population’s expectations.
Also present at the launch of the process for preparing the next budget, the Director General of Budget, Jean Michel Silin, spoke about the creation and composition of the commissions and subcommissions tasked with operationalizing the process set out in the May 4, 2016 law on the preparation and execution of finance laws. The structure consists of one commission and six subcommissions, whose goal is to define the roles and responsibilities of the main participants in the process.In turn, Emmanuel Charles, the Director of Studies and Budget Programming at the MEF, briefly presented the timeline for preparing the 2026-2027 General Budget Project, while emphasizing the tight deadlines between the different activities.
The Chief of Staff of the Minister of Economy and Finance, Marc-Kenley Mogène, spoke to remind the institutions about the letters they received, asking them to appoint their respective representatives to facilitate the start of the work on budget preparation as quickly as possible.
