Elections: How to get the certificate proving you don’t hold a foreign passport?

Looking ahead to the upcoming elections, the Directorate of Immigration and Emigration (DIE), in a statement released on Thursday, August 13, 2026, outlined the procedure for citizens who want to run and need to obtain a certificate proving that they do not hold a passport or any other travel document issued by a foreign country.

“The Directorate of Immigration and Emigration (DIE) informs presidential and legislative election candidates who wish to obtain, in accordance with Article 153, paragraph 6, of the decree of June 2, 2026, a certificate proving that they do not hold a passport or any other travel document, except those issued by the Haitian state, that they can submit their request at the DIE offices within the country,” the statement emphasizes.

“The application must be accompanied by a letter and a copy of the candidate’s regular passport first page, against issuance of an acknowledgment of receipt,” the statement specifies.

The DIE clarifies that candidates for the presidency of the Republic are subject to a separate procedure. Their applications can only be received at the DIE Central Office, located at the Villa d’Accueil, in Port-au-Prince. No other branch in the country is authorized to accept these files for the highest office, according to the DIE.

The DIE encourages all concerned individuals to carefully check the list of authorized offices to make sure they go to the right counter depending on the position they are applying for.According to paragraph 6 of Article 153 of the electoral decree, the candidacy submission must be accompanied by a certificate from the Directorate of Immigration and Emigration confirming that the candidate does not hold a passport or any other document in the institution’s database other than those issued by the Haitian state. This certificate is issued within eight (8) days at the latest from the date of the request. After this period, the candidate submits their file to the CEP with an acknowledgment of the request. In this case, the original certificate is sent directly to the CEP. This formality is not required for candidates in local government elections.
